First, the Visitor (what gets rebuilt into the SDF-1) canonically 
didn't impact until 1999.

The inclusion of Ranma as assistant for HtH instruction could be 
viewed as so obvious as not to need mentioning, or he might not have 
been asked to assist BECAUSE his way was so radically different from 
the method being taught by the sergeant.

Institutionally, he might be getting considered for Special Forces 
style training, but the early discovery of the gender-shifting could 
be causing drastic reconsideration of that at the command 
level.  Many armies' special forces units are exclusively 
male.  Also, many militaries do not recruit Special Forces types 
directly out of Basic Training.  They wait for experience and 
performance reviews to show who could be considered the best prospects.

Ranma's role as pig-man may have been recommended as the result of 
his test and performance scores, as well as conversations with his 
sergeant and other trainers.  Frankly, Ranma's physical confidence 
could be a liability to a scout, since what he may not consider a 
significant threat might cause a 30 minute running battle for a 
company.  A scout would be well advised to err on the side of caution 
for the amount of force to be applied, or where and how a body of men 
should move.
