Nothing wrong with the way you’re using nuru in those names. It’s the kanji that gives it  different connotations. 温む is an adjective for lukewarm or tepid and doesn’t have any other meanings that I know of. I don’t know what you intended for gata to mean, though.

Thanks, but the key issue there is that there appears
to be another nuru with different connotations.
Then again, if there are no alternative words, there are no
alternative words, and nu (温) being used in place names
is encouraging.

It also only one from a long list of names that could need a
"this is what I, a reader, thinks this translates as".

I may have shoot myself in the foot regarding the city name
by spelling out the intended meaning.
For the record, the city's called Nurugata, located at Nurukawa.
