My comment here is more about whether Kasumi's interest in him has been
hinted at previously.  Prior to this point, I hadn't thought she had
those kinds of feelings for him, so I was somewhat surprised for that
reason.  If those feelings have been indicated and I merely missed them,
then sure, the action is not at all unexpected.

As we've seen already, sometimes I do miss things (e.g. Kodachi being
"killed"), so it wouldn't surprise me in the least if the passage in
which that sentiment was clear somehow zipped past me.
