Shirai works part-time for "Judgement", a student-only peace-keeping 
organization, with its own office.  This is a city with 1.8 million 
students, of which a very large percentage (not, to my knowledge, ever 
given, but probably at least 50%) are practicing espers, while of the 
0.5 million adults, only a tiny percentage (if, in fact, there are any) 
have such.  So it's rather desirable to enroll some of the reliable 
students into policing functions.

Not so much.  There have been rumors for a number of months, at this 
point, that Misaka Mikoto was cloned for military purposes, with no 
organization actually named.  Shirai has heard these rumors, and even 
discussed them with Mikoto before Mikoto herself learned the truth 
behind them.

I had a vague feeling that was wrong.  Can't remember why I didn't just 
look it up.

Why?  Heh.  There are at least three different reasons offered as the 
"real" reason why the "real" conspirator created them, at different 
points in the series(es).  It's a very significant point of the overall 
plot for the parent series, "A Certain Magical Index".
