If it would be useful here, Notepad++ has some auto-unwrap functionality
to remove single hard returns from a selection and leave double returns
intact. It also has functionality to take unwrapped text and wrap it to
a fixed number of columns. I've tested it on a passage from CoEG 24, and
it seems to produce the desired behavior. It does strip the tabs,
however. Notepad++ also has a reasonably good regular expression engine
for find and replace work, too.
