Eh, depends on when it's set.

Originally she was the Supergirl of an alternate timeline where Clark ended up on Earth much earlier, around WWII.


After the Crisis, she was having a bit of an existential crisis because her timeline was erased from existence, with her and a few others from it being the only ones to remember.


Afterwards, her history was retconned when she discovered it had all been a hoax, and she was actually the granddaughter of the pre-sinking Atlantean sorcerer Arion, who had been banished to the future to survive a curse, and hidden as a Kryptonian.  Eventually, her memories of her timeline apparently were erased.


During the more recent Infinity Crisis, her memories were apparently restored, as the New 52 was established to bring back the old Multiverse.

So, don't know/remember all that much about Power Girl's history, other than that... I think that in the regular comics she was actually from a parallel reality or something?  Regardless, I don't know if her having full-on amnesia was a thing there at any time or is specific to the story here.
