Sadly, this is an accurate description.  If worked with, this particular set of concepts and how they interact with canon (that Sunset Shimmer is a reincarnate of Saotome Ranma and how SS's craving for recognition and acknowledgement and frustration at being denied same can be linked to RS's determination to be the best, that the Lunar Royalty used to view their guardians as property rather than allies and how that fact interacts with Usagi's absolute focus on her friendship with and loyalty to her Senshi, and exactly how Equestria fits into the mix, and will Setsuna who is demonstrably straight [in love with male Ranma, in canon crushing hard on Endymion] decide that she can like a female pony as much as she liked a male human, and... well, there's a lot here to play with) would probably make an incredible fic, and one I'd probably love (and save to my hard drive and convert to epub and put on my ereader and keep going back to, and hey stop laughing). 
However, it will probably never appear again.  I personally think the Fox gets these ideas, scribbles them out to get their head to themself again, and because it is out, it never bothers them again.  And we get these tantalizing glimpses of what could have been, if only one of these things had stuck.
