There are rails: the original story.  Your anchor, in my opinion, is too big.  All you really need is maybe an obvious nod to the Usagi's inner monologue at the very beginning ("My name is Terra Incognito, I'm 14 years old, I'm a huge klutz and not all that bright...etc") and then you can pretty much go nuts.  Nothing of the original story absolutely needs to be on screen, and when you do need to refer to it, the closer things were to how they happened, the less detail you need to elaborate on (so, for example, if all of the other Sailor Senshi still become who they become in the same circumstances, you don't really need to rehash on any of that plot).  What's also great about the Sailor Moon mythos is that Sailor Pluto is someone who would probably know if Destiny's been mucked about, so you're free to have little interludes where she's watching from the future and remarking on How Things are Different and it wouldn't be out of place.
