[FFML] [ADMIN] Server move coming soon, and brief downtime around July 31

There will be a few administrative changes coming to the server pretty
soon - particularly, we'll be transplanting the inner workings of this
server (nicknaned "bast") to a newer machine, which itself will host us
in a virtual machine (to be nicknamed "bast" - but called "new-bast" in
the meantime).  This transplant will be taking place in about a month.

Ths said, the brief downtime will come in around July 31, when this
server is physically moved to a different rack to facilitate this
transplant.  

Simple reason that this is happening like this is that my rack host -
Geekwerks - is consolidating all active servers into this VM
configuratin to basically lower costs overall.  It's good for me (in
that it lowers my hosting charges to about 40% of what they are now),
and good for him (in that his costs are about 33% of what they are now).

As with the last transplant, there will be downtime warnings.  The good
news is that, since this is not such a drastic upgrade, there won't be
quite as many as there were in December, when I deployed Bast.  No,
this Bast, not the new one. =D
