Strange but true, SSNs ARE recycled.

There's ~300,000,000 people in the usa, with SSNs being 9 digits long,
combined with the fact that the first 3 digits are control numbers, we'd run
out quickly.

I can understand hotmail's policy from the sense that otherwise, everybody
is going to need numbers in their name.

A year should be plenty of time for them to change their livejournal's
address if they still use the journal.
