Takane and Mei are from the manga, and as far as I know appear nowhere else.

It's my understanding that the second season of Negima anime restarted 
the story from the beginning, rather than attempting to be a sequel to 
the first season (a reasonable idea, given how bad the first season 
anime was), but stuck no closer to the manga than the first season.  It 
just diverged in a different direction.
