Personally, I thought I might have been harping on the technical detail
a bit much.

Partial inspiration came from having recently finished the Megaman
Battle Network series of games, and seeing their abstractions of
"everyone thinks it's better because it's on a computer on the network"
run in the face of real world sensibilities.  (For instance: raise your
hand if, when a story says "all justice and enforcement are entrusted
to a central computer", you immediately see the near-inevitable outcome
of any single entity being judge, jury, and executioner - especially
when said entity was programmed by and is maintained by the main
prosecutor for the government it is supposed to serve.  No one in the
game saw it coming.)

Unlikely, though not impossible.  I (or whoever wishes to pursue this -
and if there is someone else who wants to try, I hereby publically give
my blessing) would need inspiration on a larger plot to hang around the
concept.

Then again, perhaps such a plot could be wrung out of the general
angle of, "(almost) everyone in canon believes that
goverment/politics/civil service works in way X, but when you try X in
the real world, it breaks down for reasons that canon does not deal
with".  Or perhaps from related challenges introduced by the setting -
for instance, just what are the laws (if any) on police interrogation
via psychic pokemon, especially ones that have learned how to speak
human languages?  (If you know a cop with an open mind, ask what would
happen to police procedures if someone found a way to induce actual
psychic powers - telepathy, clairvoyance, et al - and, more
importantly, was able to prove they worked well enough that evidence
collected using them became admissable in court.)  But someone still
needs to do the wringing, and find a suitably inspirational spark.
