I have to agree--I think that to qualify as a
fanfiction (especially a crossover), the "World" of
the story is more important than whether or not the
main characters (or sub characters) feature in the
story per se.

I'm of the thinking that a story set in the Harry
Potter 'world', even if it doesn't contain the
characters or some of the places, will remain
valid--as long as it can be seen that the "world"
being written about can be clearly seen and possibly
felt by the reader. And besides, Doctor Who being what
it is, can take place in pretty much any possible
imaginable world that exists.

Basically, that's the difference. Do we get the feel
of the story through the way the world is described?
If we do, it's a valid crossover. If not, then it's
just a bit of name-dropping.
