Optimus Prime used to have the same darned ability. That guy was such
a 
badass that when he decided to lecture a Decepticon, they all knew
well 
enough to sit down and wait patiently until he was done.

All throughout Tokyo, they stopped.

"What do you think you're doing to my boyfriend's car?"

Rapists, murderers, bank robbers, and criminals of every other stripe
just froze in the middle of their crimes.

"Young lady, this car is one of my friends.  I'm trying to wake him
up."

The police never did quite figure out what caused it.  They were too
busy making arrests.

"You're tearing out the wheels, and I will not stand for it."

Even the embezzlers thought better of it.

"I'm pulling on his arm."

For a blessed few minutes, the city was utterly, completely, without
crime of any sort.

"For love and justice..."

Except for some property damage near the Tsukino residence.  But with
all accounts of that incident describing a truck that turned into a
mecha and a magic-powered superheroine, the police quietly looked the
other way on that one.
