What do you mean, "get away with Sailor Ceres"?

The girl is canon, for certain values of canon.

Also, "Xena" (and its moon "Gabrielle") were extremely putative names
for UBI 2003, as far as I understand the situation.

The issue with that is the names. Now, I know Tamba named Pluto, but
at least Pluto fit into the already established scheme, and would
could perhaps argue Tamba tapped into "reality" and was inspired, or
was slipped the idea by a time controling Sailor Pluto (this is an
interesting idea, as I have met Tamba, and went to a school named
after him where he lived at the time, Las Cruces, NM).

Only the "older" other planets have mythological names. You could
probably get away with Sailors Ceres, Xena, Charon (even satellite
senshi, like my own Sailor Eunomia, who was princess of the Astroid
Belt colonies), but then have UBI 2003, and other "planets" that are
too small and insignificant to even be given names, and if they are,
you'd have to explain retroactively why their senshi have the name
some current scientist gave to the planet, especially if it's not
mythology based. If they scientists do go with mythological names, you
may be able to blame Sailor Pluto again...
