I can tell you that Nerima feels different from the Tokyo that falls on 
the Yamanote line:

A few facts:

It took about 20 minutes to get there on an express train from the 
Ikebukoro station.

Inside the Yamanote ring (including the subways) it is very easy to get 
around without knowing any Japanese, but I had to locate my train to 
Nerima by kanji. There was very little English signage outside the train 
station in Nerima.

Unlike Central Tokyo, there are no tall buildings in the area of Nerima 
that I walked -- mostly one and two story houses. There were a few 4-6 
story buildings closer to the station along the main road that parallels 
the train line.

You cannot see Tokyo Tower from Nerima. (It's several wards away)

You cannot see Fuji-san from Nerima. (I tried)

There are no Shinkansen routes through Nerima (Go to Tokyo station for 
southbound and Ueno for north). (Unrealted fact - one of the drivers on
the Yamanote line sounds exactly like a Japanese Popeye.)

an article that explicitly details information on the nijuusanku, or
tokubetsuku--the "23 special wards" that make up most of the central Tokyo

I highly recommend all anime fanfiction writers bookmark and study this
article *thoroughly*, especially if you've never actually been to Tokyo or
bothered to research anything about the city whatsoever. This will be
extremely helpful in adding credibility to your writing. :)
