They're pretty bad.  I mean it is a whole house dedicated to the 
objective of being self-centered jerks in the tradition of a murderous 
bigot.  But that doesn't seem to be where the author is going with this. 
      I'm guessing it's more an issue of Dursley being the Anti-Potter. 
  Since Potter was Gryffindor, a star athlete, and a BMOC (and an 
indifferent student who gets Hermione to do the heavy intellectual 
lifting), Dursley has to be Slytherin, athletically inept and at the 
bottom of a house which is itself at the bottom of the heap (but 
actually rather clever).
