Actually, yes, somebody did - just not in so many words in the text. If
you look a few paragraphs up, you'll see that "The mothers introduced
themselves and their children" - and presumably surnames were given at
the time.
Since the name was going to be brought up at this later point, it would
have worked better to explicitly show the introduction (and the mention
of "Dursley") rather than skimming over it like that, but it was present
nonetheless.
