The unforgivable curses are *specific*. There are many jinxes, hexes,
charms and whatnot that will kill, but only *the* Killing Curse is
unforgivable.

(As a note, it is stated that no one had survived Voldemort casting
the spell, not that the spell itself was not able to be survived. Most
likely it is incredibly dangerous, but in a 9th level (d20) finger of
death sort of spell cast by a 40th level spell caster that specialized
in the spell.)

Actually, the fake Moody--Marty Crouch Jr.--said otherwise when he was
demonstrating the Unforgivables to Harry's DADA class in "The Goblet of
Fire":

--

"Avada Kedavra!" Moody roared.

There was a flash of blinding green light and a rushing sound, as though a
vast, invisible something was soaring through the air--instantaneously the
spider rolled over onto its back, unmarked, but unmistakably dead. . .

Moody swept the dead spider off the desk onto the floor.

"Not nice," he said calmly. "Not pleasant. And there's no countercurse.
There's no blocking it. Only one known person has ever survived it, and
he's sitting right in front of me."

Harry felt his face redden as Moody's eyes (both of them) looked into his
own. . .

I would assume them to normally mean using it on a sentient person.
Though I wonder how legal it was to even just *cast* the spells and
kill critters.

Shooting a tree unto death is not illegal (though silly.) Shooting a
person gets you sent to prison for "life" or worse.
