"Mr Potter, as you have apparently not been informed, I shall
explain some
of the laws that pertain to you as a wizard. First, as a child under
seventeen, you cannot perform magic away from Hogwarts except in self
defense. Also, you are not allowed to perform magic on or in
front of
muggles who do not already know of the magical world. The
punishments for
'that' are far more severe than for underage magic use."
McGonagall warned.
"What about coincidental magic?" Harry asked. "Stuff that they
can't tell
is magic, just a wierd coincidence?"
"Well," McGonagall frowned, "I believe that would technically be
legal.
It would depend on if anyone was hurt, and the specific situation."
"I was thinking of things like, making a bully trip become he
could hurt
someone, or make it so that they didn't notice the person they
wanted to
hurt." Harry said nervously.
"That would be fine, I believe.
No, blast it! It wouldn't be fine at all if Harry did it. The reason
for the law against underage wizardry is because the Ministry of Magic
doesn't want tens of thousands of Sabrina Spellmans running around
endangering the public with their bungled spells. While Harry Potter
seems to be freakishly gifted and infallible in this story, they
aren't
going to write their law with "except for Harry Potter because he
rules".
Not to mention that they probably would have come down on him already
for using the "The Jedi Mind Trick" which is in fact a version of the
Imperius Curse, which is one of the three Forbidden Curses and a
garunteed one way trip to Azkaban.
On the other hand, this IS the Ministry of Magic under Fudge, which
has, or rather will, sucessfully demonsrate its utter inability to
find its ass with both hands, a mirror, a Compass Spell and detailed
directions, with map. They did prove that they couldn't tell between
a house elf using magic and Harry using magic.
Still, they would almost have to go have a look.
