The unforgivable curses are *specific*. There are many jinxes, hexes,
charms and whatnot that will kill, but only *the* Killing Curse is
unforgivable.

(As a note, it is stated that no one had survived Voldemort casting
the spell, not that the spell itself was not able to be survived. Most
likely it is incredibly dangerous, but in a 9th level (d20) finger of
death sort of spell cast by a 40th level spell caster that specialized
in the spell.)

On the other hand, this IS the Ministry of Magic under Fudge, which
has, or rather will, sucessfully demonsrate its utter inability to
find its ass with both hands, a mirror, a Compass Spell and detailed
directions, with map. They did prove that they couldn't tell between
a house elf using magic and Harry using magic.

While I can't argue with your description of the MoM and Fudge, there
are other means of minor mind control (love potions are mentioned and
Obliviation is not illegal, but a controlled spell.)

Obliviation done well is probably a far scarier spell than just the
Imperious Curse. You could set up a situation where someone is unsure
of how they'd respond and merely rewrite what they remembered and they
could believe that they did what they didn't. That's a long, slippery
slope into evil.

Still, they would almost have to go have a look.

True. They never stated why magic is suddenly detectable out of
school. Harry did accidental magic several times before in canon, yet
it was never mentioned, yet the first time Doby cast a levitation
charm, it was detected.

I would guess it has to be some sort of magic sensor buried in Harry's
yard. As Harry is the only registered magical person at his house,
they just assumed it was him without any fuss or explanation.

Sounds pretty Orwellian to me. Stupidly Orwellian, actually.
