Well - as noted, this was a primarily cultural conquest, which is
defined in part by the "conquered" voluntarily giving themselves to the
"conqueror" without need of physical coercion. (Part of my inspiration
was the "cultural conquest" victory from Civilization IV.)

Although the appeal of a benevolent dictatorship such as Usagi would

for the most effective form of ruling. Not necesarily the best.

A billion or two, but it was just as well since the world was
overpopulated.
It just meant that would be able to introduce a zero population
growth plan
as opposed to reduction plan.
Debates over whether the world is indeed overpopulated aside
(especially with carrying capacity enhanced by tech), Serenity's
preference was more to exile than to kill. But Minako wouldn't dwell
on that.

But Serenity was of the opinion if it worked, why wait, and jumped
the gun
several hundred years. Why wait on perfection? It would be evil not
to lead
them.
Maybe their rule would last nine hundred years. Or maybe jumping the
gun was why they couldn't get around to establishing the "real" Crystal
Tokyo for a thousand years.
That said, yes, Serenity definitely would jump the gun in that
situation.

Whore, well, cortesean, but that was a fancy term for whore
Not at first: servicing just one, or a few, at a time is horribly
inefficient when you've got billions to pacify. But once virtual
reality progressed to allow tactile stimulation as well...well, she saw
it as another facet of "idol" and "actress". Especially with the
promotion of lesbianism and bisexualism so that she could service most
women that way too.

if religion= faith, then probably yes, she is
Depends on one's personal definition of "goddess". Serenity was far
from the first to rule as if she had the power of divinity - but may
have been the first on Earth to actually wield such power, so she
didn't need to repress as harshly those who might doubt her power.

I think other people found this abrupt, but I understood it fully. I
think
it works as is.
It was intended to be abrupt. Death in that manner has a way of
interrupting the newly deceased's train of thought.
