I think definitions of what gives anime and manga a particular flavour is
difficult.
thus "opening" the list becomes difficult as well.
Is a retelling Ranma in the golden days of Old California anime?
- or closer to Zorro?
- or is Zorro a sentai hero at his core?

the "made in Japan" might be a start but I'm not sure.
 

You run into a problem there as well.

Transformers-The US created the mythos and Japan ran with it, although 
they changed the names a bit Optimius Prime-Convoy among others

The Last Unicorn(Story by a british author, soundtrack released in 
Germany, the soundtrack was composed by the band America, animation by a 
newly formed Japanese company)-the Japanese group who animated the movie 
went on to become GAINAX

The US cartoons based on Japanese video games:
Legend of Zelda-Well excuse me Princess!
Super Mario Brothers
Mega Man
Darkstalkers
Street Fighter(there is also the Street Fighter live action movie)

How about these:
The Spider-Man live action series that gave Spidey a giant robot
The Spider-Man manga
The Lensman anime
The Lensman manga
The Starship Troopers anime

Then we get into the real fun with Godzilla
The Godzilla cartoon with Godzooky
The new Godzilla cartoon
The US produced Godzilla movie
The way Godzilla seems to bounce around various US comic book verses.(He 
faced down Shield, the Avengers, Devil Dinosaur, and the Fantastic Four 
when in Marvel.  When he was in Dark Horse he fought Hero Zero and also 
faced off against the basketball player Richard Barkley)

Oh yes, I can't forget the two US cartoons that keep getting chucked 
into anime, even though they are not:
Jayce and the Wheeled Warriors(I think this had been put into a FAQ on 
whether or not it is anime)
Galaxy Rangers(another screwball cartoon, and its backstory brings in 
another US cartoon: Bionic 6.  Galaxy Rangers is supposed to be the 
future of the Bionic 6 world).  In the rec.art.anime.creative archive, I 
recall seeing a section dedicated to Galaxy Rangers.  I don't know if it 
is still there or not.

The blurring has already started and not many have realized it.

I would be opposed to "Totaly Spies" for example (French and Canadian
with pseudo-Japanese stylings) but "Roswell: Myths and Legends" would be
interesting.
 

You can't arbitarily pick and choose if the list is opened up.  There 
are some real klunkers in anime/manga:  Crystal Triangle, Roots Search, 
Twilight of the Cockroaches, Bo7(the nosehair anime), Towards the 
Terra,  Legend of the Overfiend, Thunder Prince, Tekkaman the Space 
Kinght(not Tekkaman Blade, the original) , the manga Superoid

I've always posted it as joke but fusing Legend of the Overfiend and 
Pokemon(Hamtaro would be another choice) is viable for a fanfic, since 
both are anime.

However, there are some rules that have to be set down if the list is 
opened up.  No works based on Mercedes Lackey, Marion Zimmer Bradley, 
Anne McCaffery, and a few others.  No lemon content when dealing with DC 
Comics' characters(other fanfic types are okay Faux DC and Five Earths 
project attest to that).  This is to protect the list from litigation 
from the lawyers that these people use to enforce their policies on fanfics

Strangely enough, in geneeral the Japanese view US comics and cartoons 
like we view their stuff.  Some of the Japanese artists have demanded 
that their works are to be called comics and no longer manga

I'll be honest that lazyness is part of the reason as well.
I really find it hard to sort through various web-sites and forums and my
inbox can always at least find the authors I want to read.
- and then look for other stuff afterwards.
A forum or a blog takes the actual sorting process out of my hands and
also takes the stories off my computer.
 

I agree with this.  One of the things that is hurting the list is the 
lack of a searchable archive
