I suspect that there are two reasons people don't do C&C on original work:
1- This is a FANfiction mailing list. People are looking for expansion
to an existing series they love
2- People don't want to run into the situation where they do lots of C&C
work on someone's story, then the author turns around and publishes,
making a ton of cash, leaving the people who helped out with the story
feeling used.
There were a few people who broke into 'published' status. I don't think
anyone has ever felt 'used'.
I think it was because people felt that they could contribute better
commentary regarding a subject they knew (Ranma) versus one made out of
whole cloth. Also, there was generally dissatisfaction with original
fic quality. With a fanfic, you can worry less about plot (WAFF) or
characterization because you're running off of an established base. With
an original fic, that's not so.
On the other hand, if you could pull it off, WOW. One of the few fics
I've wanted to read over again (and can't find because I can't remember
the title) was an original fic following an immortal who (as I recall) had
been brainwashed into thinking he was a washed up racecar driver. All
these years on the ML, and that's one of the few I want to track down.

The sardines weren't worth the trouble. A few more shots, then
Ryoga-san would overheat and explode. Ducking around a corner,
I managed to lose him as I entered the ramshackle residence of
my Anime supplier.
One look at his face and I knew that I had been betrayed. "Tell me,"
I insisted. He refused, so I slammed him against the wall.
"Last chance. Where can Ranma-Ranma find good fanfics?"
"Try Jason Liao," he whispered, before he slumped to the floor.
I heard the sounds of a door splintering as I left through the
window, one step ahead of Tendo Heavy Industries...
