How might this affect stories about something like the Lensman series?  
The anime basically shares character names with the original books, and 
that's it. 

Would we be able to submit fics based on what "Doc" Smith wrote, or 
would we have to stick to anime continuity?

We haven't *officially* yet, but seeing as we've got at least two mods in
favor of it, it's pretty much a go--but let's wait until the admins actively
permit it before we go nuts with this kind of thing, just to avoid rubbing
too many people the wrong way with a mob mentality thing. ^_^
