I've almost never said anything here, but I have to agree with this - it was a real pain to find this mailing list, and I was very determined in my searching. Of course, it didn't help that once I got here and posted a fic (One that I wrote five years ago when I first started out, admittedly), I discovered that this isn't as forgiving a place to a newcomer as other venues. So I put my old fic back on hiatus instead of going ahead with the revamp and rewrite I was planning - let's face it, I've got a following in a non-anime fandom and a growing career as a comic book writer/artist, and I'd much rather get positive reviews than someone picking apart something that I wrote before I got to the level I'm at today.
It probably would help if you guys had an actual webpage - or even some method of signing up that didn't require a lot of fuss to accomplish. The truth is that a lot of people are lazy and will go with whatever route is easiest, and signing up for a ML that's hard to find and not very tolerant of newcomers just isn't worth the fuss to most.

What might help would be a nice-looking website that on the front page
explains simply what the FFML was, provides a sign-up form, has an
easily browseable if not searchable archive, and ideally has a way to
post directly from the website. Even more ambitious would be to have an
archive for finalized versions of fanfics (essentially a mini-ff.net) on
the website to complement the list's role as a forum for drafts.
