Just to be clear, it doesn't really matter if this was in the anime or 
the manga, it's not something that was made up for Ranma 1/2, it is a 
common attitude for Japanese men to consider eating ice cream to be 
girly, and it doesn't necessarily even have to be fancy ice cream 
(although I assume it would vary from person to person).

But to illustrate, I have a friend who used to eat at a Japanese 
restaurant in Seattle's International District, and they served a sweet 
bean flavored ice cream that he liked, but several of the male staff of 
the place would refuse to serve it to a man -- they'd laugh nervously 
and say no, they couldn't do that, or they'd just ignore the request.

So it's certainly not a "fanon" convention.

A parfait is a layered frozen dessert served in a glass. Usually you have a
layer of some kind of fruit, then a layer of ice cream, then a layer of
nuts, then another layer of fruit, ice cream, repeat until glass is full,
top as desired. In fancy dessert shops--and especially in fancy Japanese
dessert shops--parfaits tend to get really, really elaborate and frilly and
girly.

And just so everyone's fresh on this--the incident with the parfait and
Ranma talking about how girly eating ice cream is was in the ANIME, not the
manga. It's the episode where Shampoo shows up in the anime.

Since this is the ANIME fanfiction mailing list, we can safely count it as
canon for our purposes. :P
