That comes from the magna. Ranma states eating ice cream is "feminine";
that's why he's in female form in the ice cream shop when Shampoo bursts
onto the scene.

Except that in the manga, Shampoo never burst into an ice-cream shop.
She burst into Kolkhoz's lockers, just after Ranma saves Akane from
drowning during the ice-skating contest. She hid in a locker Shampoo
destroyed on a whim. I always wondered how he survived that one...
Actually, I don't remember Ranma eating in an ice-cream shop in the
manga. However I remember he used his female form to obtain free food
from all kinds of street shops, including ice-cream. He wouldn't do
that with his male form, though, that wouldn't be 'manly'. Perhaps
that's where the meme comes from.
