DBZ where people had to work for their power, the "power" in
Sailor Moon
can be boiled down to simply an "unlikely powerup" from the
start.  You
could hand out Cutie Moon Rods and crystals to half the cast
of Sister
Princess and they'd be about even...

Well, presumably they're using power gained/learned during their earlier
lives.  They're even shown to practice on occasion.  It's also implied that
they're vastly more powerful in the future, so presumably at some point they
figure out their magic and start increasing it beyond even that of their
previous lives(x2).

I'm watching it right now, I'm up to the five witches, and it's at most only
been a year and a half.  They're still in junior high.

Personally, I think that Ranmna can own them individually, but gets owned by
the whole group.
