Mamoru was not entirely sure how many roses he had as Tuxedo Kamen: they
just sort of appeared as he needed them. Could he run out? What would
happen if he did? He wasn't sure he trusted his cane enough to want it

as

his only weapon.

Isn't there a big rose garden at the Imperial Palace?
"Hey, Boss?  The roses are vanishing again -- really fast this time."
"Blast!  Hang a "closed for maintenance" sign and break out the
emergency resupply trays!"

Nah, they're coming from Ohtori Academy. XD
