It's a military term, used for soldiers who do lower jobs at meetings or
some such, like waitressing, leading people to their seats...

Ordnance is a military word meaning weapons and other fighting 
materiel.   It is spelled "Ordonance" in french. [...]

Also, a soldier assigned to assist an officer is called "orderly".
Maybe that's what was meant here.
