It's a military term, used for soldiers who do lower jobs at meetings or
some such, like waitressing, leading people to their seats...
 

It must be military slang then.
Ordnance is a military word meaning weapons and other fighting 
materiel.   It is spelled "Ordonance" in french.  You'll find a lot of 
references to "unexploded ordonance" on the web.
Ordinance is a term meaning to keep order.
Ordonnance has something to do with literature or architecture.
