Sailor Mercury is more Ice elemental, and also embodies fresh water. Sailor
Neptune has no ice-based attacks, and embodies sea water.

It STILL doesn't make sense, but there you have it.

 In any event, Ranma only supports eight elements.

The costumes are fully reformed with every henshin power-up.

Any bit of the costume removed or destroyed is gone until the
next henshin power-up.

It was dry, had the advantage of loose earth material with which
might disrupt and weaken waterbased creatures like elementals
or this female hybrid, and at the very least, the huge piles of
gravel should rob its opponent of much of her momentum.

commitee, which means (among other things) various random
flaws.
