Okay, color me confused: why didn't her costume repair itself? Given the way
the material is described in earlier chapters, it seems to me like it should
be able to.

Because Shampoo is an exhibitionist and got to subconsiously decide the 
costume design. It's seemed pretty obvious to me.

At least, that's my story until Tangent proves me wrong.
