That was deliberate...but perhaps it was a bit too much?

I've been trying to think of how to convey the information  
in that section without the PoV shift. The best I've come up so far  
is to do something like a CSI ep; do a CIA operative's post-mission  
report (as I'm sure they'll notice and have someone investigate when 
their errand girl doesn't return), combined with flashbacks.

Flashbacks would be a PoV shift too - or do you mean to intersperse the
analytical mission report with the "present" scenes and Scarlet's
flashbacks?  That might have possibilities (especially if it fleshes
out Scarlet's observer, currently just as a throwaway character like
the guards).

"CSI: Heros". Could be promising.

...I'll let someone more familiar with CSI take a crack at that one.
