he will be preventing or averting any attacks by both sides leaving 
them with a choice of either killing him, or making peace.

Yes, I understand.  It just doesn't strike me as a person with his head
on straight.  The Magical Girls (and presumably their pets and Tux-boys)
want to survive, so they aren't going to stop fighting.  He hasn't threatened
to interfere with the stuff that governments actually depend on and in fact
has offered to fight against the Magical Girls for as long as the hunt 
continues should the Magical Girls do anything that might threaten their
interests.  I don't believe this announcement will be a compelling arguement
in favour of a government policy change.  He needs a better plan than just
more or less randomly getting in the way.  American super heros (and Japanese
Sailor Senshi) can do that with crime and monster attacks because they are
largely defenders of the status quo but in this case, the status quo is a war of
extermination. 

So basically what he'd have to do is make it clear to the government that their
Magical Girl extermination campaign is going to hurt them in a significant way.
Otherwise they'll never stop.  Now, one approach would be to record the hunts,
make it clear that they are atrocities and broadcast the result to the public,
endangering the government's grip on power.  Another would be to gather the
Magical Girls into an effective fighting force that actually poses a significant
threat and use that threat for bargaining leverage.  The third would be to make
it clear to the government and the public just what dangers are posed by the
elimination of the Girls and that the Magical Girl Hunters won't be able to deal
with those threats.  Ideally, all three at the same time.  Of course 
fundamentally the first and third strategies require more of an investigative
journalist than a superhero.
