And since Konoha is a

Not to be picky, but though the primary vocation of people living in
Konoha is being a ninja, there seem to be plenty of people around who
have other jobs. The shopkeepers, merchants and farmers. The
peripheral, support industry, so to speak.
I remember Ino's family - at least her mother - as running a flower
shop. Then, there's the ramen shop that Naruto frequents.
But admittedly, the village seems to be more of an armed camp, and I
guess it is, since the ninjas are the military in Naruto's world.
At any rate, the reason I believe there aren't many young couples shown
in the manga is that there aren't many young adults in Konoha. The Jounin of
Konoha seem to be comprised of the young ninja who survived the Kyuubi's
attack, and of those I can only recall Anko (Orochimaru's former apprentice,
so she'd probably be shunned on the romance front anyway) and Kurenai
(Hinta's team leader; Kakashi seems to be gently pushing her to hook up with
Asuma [Shikamaru's team leader]) as being women. Remember that scene where
the Hokage is asking Kakashi, Kurenai, and Asuma if they'll nominate their
rookies for the Chunin exam? The people standing behind him are all of the
Konoha Chunin/Jounin
Personally, I don't think the numbers indicated all chunins, though I
have noted that the number of jounins are very few compared to
Konoha's relatively large population. We also have the special jounins
though, but I guess its true the fight with Kyubi has thinned the
numbers of Konoha's ranks somewhat.
Remember, they had to get Sarutobi - who was in retirement - to come
out and take up the mantleship of Hokage instead of the Fourth's
peers.
Anyway, you have a nice story going, though its clearly
alternate-universe since you don't have any Sasuke-Naruto tension
there... ;)
cheers,
