Thing is,  by end of S, it is never made clear that she had met any of the 
other parents, omly the Inners in their civiian guise. It is not too much of 
a stretch for her to have met Setsuna, maybe passing herself off as a friend 
of Chibi-Usa's parents who was asked to look in on her from time to time.
