By book four, it's pretty well established that there are schools
of magic all over and that EVERYONE with magic ability attends
starting at 11. There are no exceptions in any of the books. Given
that untrained magical folk cannot control their abilities and given
the fanatical nature they go to to preserve the image of there being
no magical folk at all (they are VERY quick to erase memories -
something most normal people would consider a serious violation
of personal rights), it's clear that they would find and force kids
to go to magic school. It's like schooling here in the US - until you
are 16, you HAVE to attend school, be it public, home, or private
school.


On a related note...there has been some argument over the 
significance of the Potter family line and the manner in which 
Draco addresses Harry.  Sorry, folks, but Harry isn't a halfblood. 
A halfblood has one magical parent and one muggle parent.  Tom 
Riddle is a halfblood.  Harry is not, despite the rather 
widespread fanon misconception that he is.
   


True. It's Hermione who's the halfblood.

 

Hermione is a mudblood. Both her parents are Muggles. They are
both dentists in fact. Harry is a fullblood - both parents are magic
folk, but Harry's mother was a halfblood. Pureblood are fullbloods
whose ancestors were also fullbloods.
