Unless it's in the books, _DIRECTLY_, don't assume it's canon.
Or it's in a published work, _DONE_ by the author.  I've read both, and _no_
where does it state
magical education is mandatory.  In fact, there's implications it is NOT.

Except that mandatory school systems DO allow for expulsion.
And anyone reading all the books will get the idea I've expounded
taking in the work as a whole. Most of the comments on this here
support what I said, not what you propose. For heavens sake! They
almost locked Harry up for supposedly doing magic, and you don't
think that learning to control that power is mandatory? The implication
are that it IS. You are just plain wrong.
