Again, something that should be indicated in the fic.  Cologne's 
statement comes across as fact, and a fact that doesn't make 
sense, so it needs support either to make it believable or to make 
it clear to the reader that she's talking out her wrinkled ass.

Probably something yet to come. We don't need to have everything explained to us in chapter one, if we did, what would the point be to having the rest of the story?

Well, whether it was planned to be included later or not, right now, it's a problem.  As long as it's addressed at some point, that's okay.

A passive spell on Ranma would make the most sense, I think.  ^_^

Ranma's level of knowledge of English tends to vary with the author as you traverse through fanon. I personally find it entirely reasonable, given his continuous travels, that he'd have spent long enough in English-speaking regions to pick up the language.

One of my favorite explanations for why he finds class so boring is that he's already fluent in English, so why should he have to be in that class in the first place? ;)

There's never been any indication that Ranma has travelled to an English-speaking country.  In fact, the manga treats going to China like it were a big deal, and I doubt Ranma has been anywhere else.  So, sure, they could use the cop-out of Ranma already knowing English...but there's no reason to.  A spell like I described would be simpler and also adds a source of potential conflict.

Oh, for the Grandmaster Ranma thing...I'm REALLY hoping the intent is not to have Ranma considered capable of teaching.  Martial Artist Harry Potter just doesn't work, and in general, fics where Ranma teachers people martial arts are bad.  Best not to go there at all.  -_-;
