About a year or so ago, someone on this list posted a link to an
  article on MSN.com that dealt with fanfiction, Harry Potter in
  specific.  That article made mention of JK Rowling's disapproval
  of HP fics, especially lime/lemons.  IIRC, she didn't ask outright
  that these fics not be written, just that she wasn't happy with them.

  In the case of Rowlings and the Japanese creators, it's not like
  one can simply pick up a phone and ask permission. However,
  one *can* email a fanfic writer and ask.  As such, when an
  author asks that you not post something set in an universe they
  created, shouldn't you at show some consideration?

I agree with seeking permission from the author whenever possible (not to be 
read: convnient).  I imagine language difficulties with getting courier, 
traditional and electronic, to a mangaka or anime creator, but that doesn't 
mean you'd run into the same obstacles when mailing a fellow fanfiction 
writer.  There really is no medium at the moment on what is 'right' and 
'wrong', since millage may vary from case to case.

For example, Fire's Sailor Ranko sparked a series spinoff by different 
authors, but Lurker was very steadfast in saying that the Ranmadate project 
was his and his alone to do with what he would.

It's just better to err on the side of caution overall if one is really 
uncertain whether a fanfic writer will like a fanfic about thier fanfic.
