Actually, Therm, to be honest, I think my original comment on this subject
was influenced by Piers Anthony's "Incarnations of Immortality" series.
Whether or not it was mentioned in the manga (and I will concede that it may
not have been, in as many words -- I'm woefully behind in my reading, as
well), it makes sense for the leader of Hell (the Incarnation of Evil, if
you will) to be on an equal footing with the leader of Heaven (the
Incarnation of Good).
Why else would they be so worried about Ragnarok?

Hild is the ruler of Niflheim, with power equal to Kami-sama.
Where in the manga does it say her power is equal to that of

It doesn't - but Belldandy as a Goddess First Class wears a single
earring
limiter in order to bind her powers - which - if let loose could destroy
the world. Hild wears more jewelry than all the other goddesses
combined
by a factor of ten or so. Hild's minature 1/1000'th form (which is
actually quite large - the size and appearance of a child) is still more
powerful than a full-manifestation of a Goddess.
Hild refuses to use full-powered spells because she's afraid of the
damage (of killing a Goddess). She creates a transportation (or was it
warding?) mandala in seconds - while it takes the Norns hours to create
a
similar one...
Hild's teleportation from hell had to be specially shielded by her so as
not to wipe the village she was teleporting to off of the face of the
planet due to residual discharges...
Need any more proof?
...that's meaningless, considering we've never seen what Kami-sama is
capable of. We simply have no way to compare, which is why I asked if it
was specifically stated. I'm a couple of volumes behind, IIRC, and it might
have come up without me knowing about it.
