Yup - and the disconnect between what the two agents *thought* was going 
down and what actually occurred should be a big hint that something or 
someone seriously screwed the pooch here.

Ukyou's treatment is fairly simple and straightforward.

Akane and Nabiki getting roughed up and abused was, as he's said, probably 
NOT what was intended, and our man in Nerima is NOT going to be happy 
about it one little bit.

I'm strongly tempted to imagine a scene wherein Ranma is prevented from 
killing the cops in question by a polite request from His Majesty for them 
to apologize... in full formal samurai fashion.

That's provided the good Lieutenant survives that long ...
