might denounce the Emperor as an imposter if the latter personally
ordered him to stand down from pursuing Ranma...
Or possibly insist that the Emperor has been demonically
possessed by one of Ranma's evil sorcerous minions from Hell.
Or mind control. Or drugs. Or... well, ANYTHING that allows Kuno
to hold on to his delusions of his great worth and Ranma's great
evil.
Kuno is Kuno... but he's also a possible Talent... and we know the spooks
would love to get their hands on one...
