Since when? The girls very rarely actually NEED Soun for ANYTHING.

They certainly don't seem to need him in this story. If they do, then
show us why they do.

Kasumi is not yet and adult and both Akane and Nabiki are both younger
too.

You're sidestepping the point. Ranma canon seems to indicate that Soun has
been a chainsmoking, newspaper-reading, same-gi-every-day-wearing,
toothbrushing, sake-drinking bum ever since his wife died. Ranma canon seems
to indicate that Kasumi is the one mostly keeping the house together. Soun
may actually handle the finances, we don't know; we DO know that some of the
more upstanding members of the community seem to know him, and we DO know
that he has some sort of vestigial status. But he's never seen to DO
anything except laze about the house, and he's always the first one to go
completely to pieces and/or fly completely off the handle when something bad
happens. The few times we DO see him attempt to Take Charge and be a Man Of
Action, it usually results in Comedic Failure.

Who deals with the messes left by the chaos at the dojo? Kasumi.

Who usually ends up going off to save/drag back/berate whoever? Akane and/or
Ranma.

Who has the only real brains in the entire house? Nabiki.

The only real purpose Soun Tendou has in life is to be the comic relief in a
comedy series.

Weird isn't necessarily bad, though. It really depends on what you do
with it. If you can tell a compelling story featuring Super-Kasumi, then
go for it. But it's not there yet, because we don't know why giving her
these powers is going to matter in the story.

All in all? I'm not really going to be writing directly about Kasumi that
much, actually.

...then why devote an entire chapter to setting up this story about her
nearly dying and becoming a superhero almost as powerful as Superman?

I don't have one single story that I'm planning to do for this shared
universe. I'm mostly focusing on the Ranma 1/2 side (mostly on
Ranma/Akane) but Kasumi is important, albeit peripherally.

So basically, this entire exercise was pointless and a waste of time. Right.
Got it.

I don't know that he had "no" personality, but he did react a lot
differently than I would have expected someone. And while he had a lot of
important things to do here, the story is directly about him, after all.

Errr....
