One fic that I feel comes at least close to a dystopian CT is Ken 
Arromdee's Crystalbrittle (http://www.rahul.net/arromdee/fanfic.html). 
It's incomplete, and the author says he's dissatisfied with it, but I 
think it does a good job of showing how the best of intentions can 
often have the worst of results, and so on. Have a look for yourself.
