I would recommend 'Crystal Tokyo for the Baka, Mk. 10'. found 
on A Sailor Moon Romance, under Lord Chaos.  It was a mulit-
author roundtable discussion thing, sort of.  Not a fic, but many
good points were brought up.  One of the many things discussed 
were the idea of an dystopian CT, one where not everyone was
happy with the New World Order. 

Personally, I would look at Lord Chaos' '1101' and 'The Paradise 
Army', which does explore that same theme... sorta.  Tho TPA
isn't finished, and isn't likely to be anytime soon.
