Port Arthur.  That was the Russian name for it when it was Russian.  The
Japanese changed it to the local name of Lshun when they got it after the
Russo-Japanese war, in 1905.  The Russians got it back at the end of WWII
but finally gave it back to the Chinese in 1955, and they still call it
Lshun.  But Port Arthur/Lshun was built as a naval base and still is one.
Unless you *mean* that Sailor Moon is going to land right at a Chinese
military installation, she wants transport to the surrounding port city of
Dalian.
