Doesn't a Soun brought up in a liberal-democratic post-war Japan
have any qualms about some of the secret things that this
Japan does?  Admittedly he's something of a anachronism in his
own world, but...

I would suspect that whatever qualms he might have about being part of an
oppressive fascist regime are greatly assuaged by the fact that he's a *very
highly ranked* part of said oppressive fascist regime. Although certainly
not as venal as Genma, Soun has never been shown to be a saint. Consider
that of the three things that canon Soun values most highly- his daughters,
his family honour, and the Anything-Goes School- two out of three are very
well taken care of, even better than their "homeline" counterparts. Add in
the fact that there seems to be no Happosai in this universe, and that he
and Genma plan on reviving the School in the persons of Ranma and Nabiki,
he's probably thinking that he's got it pretty damn sweet in this universe.
Certainly sweet enough that he's unlikely to let "lesser" concerns like the
geo-political state of Japan or the world trouble him overmuch.
